The effective management of tourism activity is crucial for local development, positively impacting various socioeconomic and environmental areas. When managed in an integrated manner, tourism can generate jobs, income, infrastructure and services that improve the quality of life of the population. Responsible management of tourism can contribute to the conservation and valorization of the natural and cultural heritage of local communities, promoting economic diversification, innovation and entrepreneurship in the territories. Based on the above and the limitations in the management of tourism activity, a procedure is proposed for the integrated management of tourism activity, in order to contribute to local development with the leadership of governments and the active participation of all actors, capable of positively influencing the adjustment of local development strategies. Its application in the municipality of Holguín validates its practical contribution, favoring the performance of tourism activity and its alignment with national and municipal public policies.
