Abstract

The effective implementation of Management Systems in the hydrocarbons sector, particularly in service stations dedicated to the retail distribution of petroleum products, faces persistent challenges related to the alignment between regulatory requirements and personnel competencies. This research aims to design a competency-based model grounded in the continuous improvement cycle to enhance the performance of Management Systems focused on Industrial Safety, Operational Safety, and Environmental Protection. The findings indicate that integrating a competency model aligned with continuous improvement strengthens Management System implementation, improves regulatory compliance, and contributes to the prevention of incidents, accidents, and environmental impacts. It is concluded that strengthening human capital through a structured training-oriented approach is a determining factor for sustainability, safety, and operational efficiency in the hydrocarbons sector.
