Abstract

The aim of this study is to analyze funding policies on research projects in public universities in Ecuador through a comparison of the extent of investing among Latin American countries. Between 2006 and 2015, investments in R&D in Ecuador have not reached more than 0,47% of the GDP, much lower than the Latin American average at around 0,75% or key players such as Brazil averaging 1.15% and Argentina with an approximate level at 0,52%. The methodology used was the PRISMA method for a systematic review of and comparative data analysis on all available academic and institutional sources that provide information related with data from 2015 to 2025 concerning R&D investment in research projects and scientific output. Another result is the low level of resources 3-5% within a university budget to invest in research and dependency on outside funding, as well as lack of infrastructure support in universities for this type of academic activity. By contrast, countries spending most, such as Brazil and Mexico, concentrate a large slice of regional scientific production. International collaborations also boost the impact factor of publications, the study says as a result, research projects in Ecuador are of low quality and unsustainable, making necessary the increase of investment from the State to promote scientific productivity though international collaborations.
