Methodological proposal for solving problems related to public spending in the Holguín territory

Abstract

The present research aims to propose a methodology that contributes to solving problems associated with public spending in the municipality of Holguín, with the purpose of improving its efficiency and enhancing its social impact. Through a qualitative-descriptive approach, documentary analysis methods and interviews with specialists were employed, allowing the identification of deficiencies in the allocation and use of public resources. Problems such as financial deficit, inefficiency in budget execution, limited availability of funds, low social impact, inflation and planning difficulties were detected. To address the identified weaknesses, a methodology was developed structured in six stages: (1) identification of problems, (2) prioritization according to social impact, (3) strategic analysis using the DAFO matrix, (4) evaluation of available resources, (5) formulation of possible solutions, and (6) control and monitoring of implemented actions.
