State of the art of capacity building projects in higher education institutions

This work aims to analyze the epistemological context of capacity building projects in the field of higher education and the projection of this study, in the results and impacts of the project "ICT supporting the educational process and knowledge management in the higher education”, by its acronym ELINF, as a developer of skills and services at the University of Holguín. For this, an examination of the international literature on the subject was carried out, addressing the main stimulants, problems, and references in the field of scientific production on capacity-building projects. Then the state of this type of mechanisms in Cuba was analyzed, at a general level and specifically, at the University of Holguín. The results and impacts achieved through the project in terms of capacity building, services and functionalities, policies, recommendations, and procedures that can be extrapolated to other Higher Education institutions are shown.
