The information process as a guarantor of the management functions of the provincial government of People's Power in Cuba

Abstract

This article examines the functionality of the information process within the framework of Cuban Constitutional Law as a guarantor of the managerial functions of the Provincial Government of People's Power. The research is based on Cuba's constitutional recognition as a socialist state of law and social justice, where access to public information constitutes a fundamental right that strengthens government transparency and citizen participation. Through the analysis of current constitutional regulations and the information mechanisms developed in the context of the digital transformation, it is demonstrated that the information process not only facilitates the exercise of provincial powers but also contributes to the consolidation of the Cuban participatory democratic model. The findings reveal that the systematization of information processes in provincial governments strengthens coordination between the central, provincial, and municipal levels of the State, thus optimizing the fulfillment of territorial economic and social development objectives.
