Aplication of Geografic Information Systems to support urban mobility in Holguin, Cuba

Urban structural complexity requires innovative tools for mobility management. In Holguín, Cuba, the lack of a georeferenced road scheme hinders its integration into the Andariego Geographic Information System (GIS), affecting transport planning and urban resilience. This study proposes a procedure for georeferencing Holguín's road network using QGIS (open-source), ensuring interoperability with Andariego. The methodology combined spatial analysis, fieldwork, and technical validation, classifying roads into three functional layers: primary (strategic connectivity), secondary (multimodal distribution), and tertiary (local accessibility). Results include a detailed geospatial database with technical attributes (materials, widths, connectivity) and its synchronization with Andariego, enabling dynamic updates, multi-layer analysis (public transport, points of interest), and citizen reporting of incidents. This integration optimizes mobility by reducing congestion through flow modeling, strengthens disaster resilience (aligned with SDG 11), and supports national policies (Cuba 2030 Plan). The QGIS-Andariego interoperability creates synergies for collaborative decision-making based on accurate data, contributing to the National Transport Master Plan and sustainable urban planning.
