Abstract

This article analyzes the role of public policies in promoting educational equity and justice in the face of economic inequalities in higher education in Ecuador. Despite regulatory advances and free tuition, scholarship, and affirmative action programs, significant gaps persist in access and retention for low-income and rural students. A comprehensive public policy is proposed that includes progressive financing, full scholarships, expansion of educational infrastructure, socio-educational support programs, and incentives for cultural and ethnic inclusion. Impact indicators include increased enrollment of vulnerable students, reduced dropout rates, and expanded territorial coverage, contributing to equitable opportunities and the country's social and human development.
